Here's why North Yorkshire County Council is appealing to the Home Secretary

North Yorkshire County Council is set to write to the Home Secretary to raise issues over holding police commissioners to account.

  • The council is writing to the Home Secretary about a lack of power in holding Police and Crime Commissioners to account
  • It's because police and crime panels - who scrutinise Commissioners - can hear complaints, but have no powers to investigate
  • It's after further bullying allegations against Julia Mulligan

A full meeting of North Yorkshire County Council heard councillors’ concerns had heightened following it becoming apparent that while police and crime panels could hear complaints about commissioners, they were not empowered to investigate.

Richmond councillor Stuart Parsons said:

“There is actually no way we can fully deal with these complaints and no way we can sanction the person if there are guilty.

“It’s a very worrying situation that has happened in the police and crime commissioner’s office, but it will be even more worrying if nothing is done to prevent this happening.”

The council’s leader, Councillor Carl Les, the constraints appeared “nonsensical”.

He said while the police and crime panel had raised the issue with the Government, the council would write to the Home Secretary to emphasise its concerns.

Cllr Les said:

“The question was asked two weeks ago in the House of Lords, which got the answer I think we are going to get, which is it is the electorate who hold commissioners to account.”
